سیاست اکھاڑ پچھاڑ کا نام ہے یہ گندے پانی کا وہ صاف تالاب ہے اس میں جو بھی پاؤں رکھتا ہے اپنا منہ بھی کالا کروا لیتا ہے.خاص طور پر وہ ہی لوگ سیاست میں کتوں کی طرح بدنام ہوتے ہیں جو اسکو مذہب اور عبادت سمجھ کر اس میں آتے ہیں. پاکستان کی سیاست میں فوج کا وہ ہی کردار رہا ہے جو ایک سیاستدان کا سیاست میں ہوتا ہے. ایوب خان سے لے کر جنرل مشرف کے دس سالہ اقتدار تک اس ملک نے سب کچھ کھویا ہی ہے پایا کچھ بھی نہیں. اس ملک نے اپنی دولت کھوئ اپنی عزت کھوئ اپنا بازو آدھا وجود کھویا اور ابھی پتہ نہیں کیا کچھ دیکھنا باقی ہے. اس ملک میں کوئ بھی سیاستدان آج تک سیدھے رستے سے سیاست میں نہیں آیا تو وہ سیدھا کام کیا کرے گا. دیوار پھلانگ کے گھر میں گھر میں گھسنے والے سے کیا یہ توقع کی جائے کہ وہ گھر کی دیواریں اونچی کرنے آیا ہے یا پھر بجلی ٹھیک کرنے آیا ہے. پاکستانی سیاست میں سب ہی سیاستدان شارٹ کٹ کی پیداوار ہیں. دروازے سے کوئ بھی سیاست میں نہیں آیا. کوئ کسی جرنیل کے سہارے تو کوئ کسی ایجنسی کے سہارے. زلفقار بھٹو سے لے کر نواز شریف عمران خان تک سب ہی دیوار پھلانگ کے سیاست میں داخل ہوئے. اور مزے کی بات یہ کہ جن لوگوں کے کندھے پر پاؤں رکھ کر دیوار پھلانگے انہی لوگوں نے اپنا فائدہ اٹھانے کے بعد گھر کا دروازے بجا کے مکینوں سے کہا آپکے گھر کوئ چور آیا ہے. بےنظیر اور نواز شریف کا معاملے اس حوالے سے خاصہ پیچیدہ ہے.زلفقار علی بھٹو کو فوج نے تختہ دار پر چڑھا دیا تو باقی مخالفین بہت خوش ہوئے.کسی بھی انسان کے باپ کو کوئ بھی مار دے تو بدلے کی آگ دل میں ضرور بھڑکتی ہے. یہ ایک فطری عمل ہے اور سب کے ساتھی ہی ایسا ہوتا ہے. اپنے باپ کے قتل کےبعد کے بے نظیر کے دل میں فوج کے سیاسی ونگ کے خلاف جو بدلے کی آگ دل میں بھڑکی وہ بے نظیر صاحبہ خود ہی بتا سکتی تھیں. بہر حال ان دنوں نواز شریف کے فوج سے تعلقات خاصے مظبوط تھے اور انکا وہ ہی کردار تھا جو آج 2018 میں عمران خان کا ہے. بے نظیر نے فوج کے سیاسی ونگ کے احتساب کیلیے بہت ہاتھ پاؤں مارے مگر نواز شریف کے ہوتے ہوئے سب ناسود رہا. آپ فوج کے سیاسی ونگ کو اسٹیبلشمنٹ کا نام بھی دے سکتے ہیں. بے نظیر صاحبہ چاہتی تھیں کہ اسٹیبلشمنٹ کا ایسا احتساب ہو پھر دوبارہ کو اس ملک پر شب خون نا مار سکے. خیر گھوڑوں کی اس جنگ میں نواز شریف وہ گھوڑا تھا جو ہر بار جھٹکا مار کے بے نظیر کو نیچے گرا دیتا تھا مگر پھر وہ ہوا جس کا کوئ شاید صدیوں تک بھی سوچ نا سکتا تھا. مشرف نے نواز شریف کو وہ ہی زخم دیا جو بے نظیر کو ضیاء الحق نے دیا تھا. خیر مشرف سےملی جلا وطنی نے نواز شریف کو بھی فوجی سیاسی ونگ کے احتساب کا قائل کر دیا. یہ دونوں سیاستدان میدان چھوڑ کر دور کھڑے مشرف کے گھوڑے کے تھکنے کا انتظار کرتے رہے. ہر عروج کو زوال ہوتا ہے مشرف کا زوال انکے کیلیے گولڈن موقع ثابت ہوا اور دونوں اک پیج پر اکٹھے ہو گئے. دونوں کا مشن یہ ہی تھا کہ ایسا احتساب کیا جائے کہ آئیندہ کوئ جمہوریت پر شب خون نا مار سکے.یہ بات اپنے زہن میں بٹھا لیں کے موجودہ آئین کے ہوتے ہوئے اس ملک کے لیے جمہوریت اتنی ہی ضروری ہے جتنا مچھلی کیلیے پانی.اگر آپ کو سیاست سے اتنی تکلیف ہے آپکو سیاستدانوں سے اتنی نفرت ہے تو خدارا اس ملک کے آئین کا اس دنیا میں مذاق مت بنائیے.ہمت کی جیے آیین بدلیے آئین کی وہ سب شقیں مٹائیے جو جمہوریت کو فروغ دیتی ہیں اور یہ ملک پھر فوج کے یا کسی کے بھی حوالے کر دیجیے. خدا قسم کسی کو کوئ اعتراض نا ہوگا. بہرحال نواز شریف اور بی بی نے مشترکہ منصوبے پر کام شروع کیا اور ملک واپسی کا فیصلہ کیا. اسٹیبلیشمنٹ کیلیے یہ بات خطرے سے خالی نا تھی. وہ سب حاضر سروس اور ریٹائرڈ افسران کے ہاتھوں کے طوطے اڑ گئے جو کسی نا کسی طرح اس گھناؤنے کھیل میں ملوس تھے. پھر یہ طے کیا گیا دونوں سیاستدانوں میں سے ایسے سیاستدان کو نشانہ بنایا جائے جسکے وارث ہمارے ہاتھوں میں کھیل سکیں اور ری ایکشن کم سے کم آیے. بے نظیر صاحبہ کو شہید کر دیا گیا اور بی بی کی وصیت کے برعکس زرداری کو شریک چئیر مین بنا دیا گیا. یہ وہ مہرا تھا جو اپنے مفاد کیلیے کسی بھی طرف چل سکتا تھا. کچھ بھی کر سکتا تھا.اس مہرے نے جی حضوری کر کے پانچ سال گزارے بیوی کے خون کا سودا کیا اور اپنا مفاد حاصل کیا. وہ بھی ایسے کوئ آج تک اس پے انگلی نا اٹھا سکا. بدترین حکومتی پالیسیوں کی وجہ سے نواز شریف کو اقتدار ملا تو انہوں نے اپنا من پسند جرنیل لگیا. کسی کو اندازہ نہیں تھا کہ میاں صاحب کے دل میں وہ آگ اب بھی بھڑک رہی ہے سب یہ ہی سمجھتے تھے کہ بے نظیر کت بعد شاید میاں صاحب کی سوچ میں تبدیلی آگی ہو. مگر نواز شریف نے اپنے جرنیل راحیل شریف کے زریعے فوج کے سیاسی گروہ کا احتساب کیا. بہت سے بڑے بڑے افسروں کا کورٹ مارشل ہو اور اسٹیبلشمنٹ کے پسینے چھوٹ گئے. راحیل شریف کے خلاف بھی کافی نفرت پیدا ہونے لگی. راحیل شریف کی اکیسٹینشن کی اندرونی طور ہر بھرہور مخالفت کی گئ اور الزام بھی لگائے گئے راحیل شریف ریٹائرمنٹ کے بعد سیدھا سعودیہ چلے گے اور مسلمان ممالک کی متحدہ. فوج جوائیں کرلی.اور یہاں سے پھر میاں صاحب کی الٹی گنتی شروع ہوئ جو ابھی تک چل رہی ہے

جنگ ابھی باقی ہے

چنددن قبل بی بی سی خبروں کی ایک ویڈیو دیکھی جس میں پاکستانی اور ہندوستانی بچوں کے تاریخ کے علم کا مقابلہ ہو رہا تھا بہارتی بچوں کو پہلے سے ہی مکمل طور پر تیار کیا گیا تھا جب پاکستانی کی طرف شمائلہ جعفری نے ایسی کوئ زحمت گوارا نہیں کی گھما پھرا کے چند سوال پاکستانیوں سے کیے گئے اور کئ پیچیدا موضوعات پر پھسانے کی کوشش کی گئ جن کے جوابات نہایت ہی آسان ہیں اگر ذرہ کھل کے اور تسلی سے بات کی جائے۔ دو قومی نظریہ سے تو ہم اچھی طرح ہی واقف ہیں اور بچہ اور بچہ اسکی تعریف بیان کرتا نظر آتا ہے مگر دو قومی نظریہ سے پہلے جو تاریخ تھی اس سے ہم تقریباً مکمل طرح ہی ناواقف ہیں اور ہمیں تو محمد علی جناح کے چودہ نکات بھی یاد نہیں رہتے جن کی منسوخی اس دو قومی نظریہ کی بنیاد بنی۔ قائد اعظم روز اول سے ہی مسلم ہندو تفرقہ کے قائل نا تھے اور درحقیقت انہوں نے سیاست میں قدم رکھتے وقت کانگرس کا انتخاب کیا تھا مگر ہندوستان میں ہندوؤں کی اجارہ داری اور مسلمانوں سے ہوتی ہوئ ذیادتیاں دیکھ کر انکا ذہن بدلنا شروع ہو گیا تھا ۔ نہرو رپورٹ میں جس قدر تعصب اور تفرقہ کا مظاہرہ کیا گیا دراصل وہ ہی آگے جا کے دو قومی نظریہ کی بنیاد بنا۔ دوقومی نظریہ ہندوستان کے مسلمانوں کی ضرورت اور ہندوستان کے ہندؤوں کی ایجاد تھی۔ اگر مجھ کے اب دو قومی نظریہ کی بابت سوال کیا جائے تو جی ہاں میں دوقومی نظریہ کا سخت حامی ہوں میں ہی کیا پورے پاکستان کی اک اک پاکستانی اور ہندوستان کا مسلمان بھی اس نظریہ کا قائل ہے۔ مسلمان اور ہندو الگ الگ قوم تھے ہیں اور رہیں گے ہر لحاظ سے چاہے وہ بات ثقافت کی ہو مذہبی فرائض کی ہو یا رہن سہن کی۔ اب جو ایک سوال پوچھا جاتاہے کہ دو قومی نظریہ ناکام رہا یا بہت سے مسلمانوں نے اسے مسترد کر دیا تو جناب والا یہ تاثر سرا سر غلط اور بے بنیاد ہے 70 سال قبل دوقومی نظریہ کو ہوا بھر کے اسے آندھی سے سونامی بنانے والے لوگ اب کس منہ سے یہ کہتے ہیں کہ دوقومی نظریہ کچھ نہیں۔ دوقومیں بنانے والے لوگ ہی وہی ہیں ۔ جہاں تک یہ منتق پیش کی جاتی ہے کہ ہندوستان میں مسلمانوں کی آبادی پاکستان سے بھی ذیادہ ہے تو میرے بھائ جب ہندوستان اور پاکستان دوقومی نظریہ کی بنیاد پر الگ الگ ہوئے تھے اس وقت کیا آبادی تھی کیا بنگلہ دیش نے دوقومی نظریہ کی بنیاد پر ہندوؤں سے آذادی حاصل نہیں کی تھی آپ کچھ بھی کر لیں چاہے بہارتی فوج بنگلہ دیش بھیج دیں چاہے اپنی اسٹیبلشمنٹ بنا لیں مگر بنگالی مسلمانوں کی دل آج بھی پاکستانی مسلمانوں کے ساتھ کے دھڑکتے ہیں۔ بنگال کے مغربی پاکستان کے ساتھ زمینی اور آبی سرحد کی غیر موجودگی میں اسکا پاکستان کے ساتھ انضمام ایک غلطی ہی تھی جس کا خمیازہ ہمیں بھگتنا ہی پڑا اگر اسے آذادی کے وقت ہی ایک خودمختار یونٹ قرار دے دیا جاتا تو آج حالات قدرے بہتر ہوتے بنگال سے زمینی رابطہ کی کمی ہی علیحدگی کی وجہ بنی اور زمینی رابطے کی کمی بھی ایسی کے درمیان میں ایک ہندوستان جیسا ملک ہی آتا ہو۔ یہ بھی ایک ہندو بنیے کی ہی شازش تھی۔ بہارت میں مسلمانوں کی بڑھتی آبادی کے پیچھے جو لوگ منہ کھول کے دو قومی نظریہ کی ناکامی وجہ بتاتے ہیں ان کے پاس کم عقلی اور بیواقوفی کے سوا کچھ نہیں جہاں تقسیم کے وقت مسلمانوں پر انسانیت سوز ظلم ڈھائے گئے دو سال کے فسادات میں سات لاکھ لوگ اپنی جان سے ہاتھ دھو بیٹھے وہیں زمینی معاشی اور سیاسی ذیادتیاں اور ظلم ستم کسی سے ڈھکا چھپا نہیں متعدد مسلم اکثریت والے علاقوں پر ہندوستان نے طاقت کے بل بوتے پر قبضہ کر لیا اور مزے کی بات یہ ان ریاستوں کو بھی دوقومی نظریہ کی ناکامی کا ثمر تصور کیاجاتا ہے ستر سال سے ہندوستان میں مسلم کش فسادات گائے کی قربانی کی جنگ سے لے کر بابری مسجد کی شہادت تک کو دوقومی نظریہ کی ثبوت کیوں نہیں کہا جاتا ہندوستانی تو کشمیر کی آبادی کو بھی اپنی ملکیت گردانتے ہیں پتہ نہیں کس قوائد اور کس قانون کے تحت۔ کشمیر کے مسئلہ کا ستر سال بعد بھی زندہ رہنا دو قومی نظریہ کی کامیابی کا ثبوت ہے۔ آپ دوقومی نظریہ کو ناکام ثابت کرنے کی چنٹ مثالیں ڈھونڈنے میں دن رات لگا دیتے ہیں کبھی چند لمحے نکال کے دوقومی نظریے کے حق میں سوچیں تو کتابوں کے انبار لگ جائیں۔ 200 سو ذائد زبانیں اور 150 سے ذائد زاتیں ایک خطہ پر 70 سال سے اکٹھی رہ رہی ہوں تو یہ اعزاز دو قومی نظریہ کو ہی جاتا ہے یہ اعزاز اس دین اسلام کو ہی جاتا ہے جس سے ہم دوری اختیار کرتے جارہے ہیں۔ اگر یہ پڑھنے کے باوجودبھی کسی کو یہ خوش فہمی ہے کہ آبادی کے تناسب میں گڑبڑ دوقومی نظریہ کی ناکامی کا ثبوت ہے تو بھائ ابھی دوقومی نظریہ کا منصوبہ ہی کہاں پورا ہوا ہے ابھی سے کامیابی اور ناکامی کا فیصلہ نا کریں کیوں کہ آبادی کے تناسب میں توازن تک یہ جنگ ابھی باقی ہے۔

Abstract
AVL systems mainly contains road side fixed station and moving nodes. It uses technology named as ITS (intelligent transport systems).Mostly transport systems used GPS (global positioning system).By using GPS technology, a satellite transmission. It uses the time, signal sent form the sender and from the receiver .To calculate the location we used time difference .It used DGPS receivers .This system is low coast and affective product. This system ensures safety too .Vehiclelane-Determining that connects to a wireless communication systems contain onboard differential GPS receiver channel, a digital roadway database and algorithm also. Literature Review
History of GPS is not so old. GPS technology known as new technology because, advancement level increases, hardware level and other mechanism become solid and better implementation of AVL. And AVL used mostly GPS, GIS etc. First AVL installed at Chicago Transit Authority in 1968. At that time they used signpost technology. AVL we can say sub system of ITS (intelligent transport system).
Introduction
AVL (automated vehicle system) is most renowned technology in transportation systems. GPS is a global term its heart is GPS satellites. It locate the position of anything that you want to track. It used the principle of calculation of demodulation of radio signals. As we know every satellite has its own wave form (identification wave length/ID).
Many systems and networks used GPS to find position or communication purpose. The nodes i.e.; vehicles and roadside stations are Dedicated Short Range Communications (DSRC) devices. DSRC works in 5.9GHz band with bandwidth of 75 MHz and approximate range of 1000m.
Another beneficial use of GPS is TRACKING. This paper deals use of GPS. Actually GPS used to navigate the air traffic, ground Traffic and we can say mostly used to tracking. In this we discuss about its uses, applications, hardware, roadside stations, and implementation of GPS receivers.
GPS
First of all we need to understand what GPS (global positioning system) is. GPS is a navigation system based on satellite it is made by U.S defense department. GPS is originally made for defensive use in military, In 1980s U.S government made this system available for the public use. GPS worked 24 hours in the whole world in any condition of weather. There is no fees charges for the use of GPS it is free of cost. GPS system made of a 24 satellite network that is placed in orbit. First GPS satellite launched in 1978

Dedicated Short-range Communications
DSRC, in transportation system most common component. Dedicate short-range communication refers to communication between vehicle to vehicle, fixed station/node to vehicle. It is known as shortrange or wireless communication. Its concern is safety mainly.
Now we talk about the working of AVL systems. The satellite send some waves of different wave-lengths. Receivers received that waves but this process known as Triangulation. It is a process in which determination location of a point by recording the angles.
A GPS receiver is installed in the car. GPS system will transfer and receive desire information from the nearest GPS satellite. When the position of vehicle has calculated, then GPS receiver transform its location to control center server using the cellular network. Now the current position of Vehicle can see by the registered user.
Satellite
Satellite is artificial object placed into an orbit. Such artificial objects are called artificial satellite. Satellite is a planet, moon or machine that’s orbit are star or planet. e.g. earth is satellite and its orbit is sun.
Importance
Improved efficiency of the system. The monitoring capability of the AVL system allows the agency to make better decision about scheduling and routing. Routes that show poor patronage can be rescheduled to demand-response or flex route. · Improved customer communication. Disputes about non-arrival of vehicles and similar customer complaints can be better handled because documented evidence of the real-time location of vehicles is available from the AVL system. · Better flex routing services. The AVL technology allows the flexibility of incorporating some demand-responsive services such as route deviation into the regular fixed-route service.
This is particularly important for small agencies and para-transit services that operate in a low-density environment. Agencies like Woodbridge, VT (PRTC) that operate in low density areas could encourage choice riders by offering flex route services and convenient pick-up points. It is very useful for para transit services where the vehicles can be guided to the correct address.
Decreased reservation time. Para-transit services usually required 24 to 48 hour advance reservations prior to the AVL system. With the AVL the reservation time has been brought down to one or half an hour in many cases. Occasionally real-time scheduling can also be done, which a great time is saving to passengers. · Efficient use of resources. Most small and medium sized agencies are operating on tight budgets and cannot generate enough revenue to improve the services. They felt that an AVL system would help utilize the resources more efficiently by improving the vehicle miles traveled (VMT) by introducing demand responsive services in regular fixed routes (COLTS, 1997).
Monitor and improve on-time performance through fleet tracking. The GPS output helps identify trouble areas and can be used to improve on-time performance. · AVL permits automated dispatch and scheduling (Nelson 1995; Khattak et al 1998; Tellechea and Stone 1998). · AVL enhances the ability to do automated billing and payroll.
